A Constitutional Amendment to Make Government Accountable

TransGov believes citizens can make government accountable through political pressure (see here).

But an alternative is a Constitutional amendment to make government follow the same Generally Accepted Accounting Principles that force public corporations to be accountable.

Proposed Amendment Summary:

1. Congress shall assure that Government provide consolidated annual financial reports designed to be understood and used by ordinary citizens.

2. The disclosure standards for these financial reports shall be designated by an independent committee representing citizens.

3. These financial reports must use accrual accounting, rather than cash-basis accounting, as well as other generally accepted accounting principles imposed on most publicly-traded corporations.

4. These financial reports must be audited and certified an independent external auditing firm. 
Citizens should pressure the their political leaders to propose and send to the States a constitutional amendment that imposes these accountability requirements.
